CUHK LAW has introduced a Greater Bay Area (GBA) Forum which aims to contribute to the development of the GBA. The next seminar "Regulatory Pathways for Renewable Energy Integration in the GBA" will be presented by Professor Hao Zhang, Assistant Professor of CUHK LAW, on 18 August 2022.
To meet the policy agenda of establishing an environmentally and climate-friendly energy system, several supporting mechanisms have been introduced under China's Renewable Energy Law. Within the context of China's power sector reform towards a more liberalised model, a key feature of these supporting mechanisms has been increased regulation and enforcement to ensure priority access of renewable energy to the grid in pursuit of the climate goals to increase the share of renewable energy to 25% by 2030 and attain carbon neutrality by 2060. Due to the increasing population size and energy demand, the GBA presents both opportunities and challenges to boost renewable energy in its primary energy mix. The GBA Initiative emphasises the need to improve energy-related infrastructure and vigorously foster renewable energy integration. By looking at the latest electricity market reform in Guangdong and the legal and governance challenges of ensuring priority access of renewable energy to the grid network in Mainland China, this seminar discusses the regulatory pathways to facilitate a higher level of renewable energy integration in the GBA.
